Gill Shields (CWO)
Gill, who lives in Carlisle, had an extensive career in the Police Force which she joined as a Cadet in 1979. She has held numerous roles during that time many of these dealing with community issues.
She completed her Level 1 coaching certificate whilst being involved with Warwick Wanderers FC, and confesses to being a Newcastle United supporter.
Gill’s key responsibility will be the safeguarding of children and vulnerable adults in line with legislation and current FA policy and procedures.
Her role encompasses the following aspects:
- Advising on the implementation of Safeguarding legislation and guidance
- Promotion of safeguarding children and vulnerable adults policy and procedures
- Managing the safeguarding education programme to create positive change
- Strategic planning to address poor behaviour and raise standards
- Management of poor practice cases within the County
- Referral of child abuse concerns to the FA
- Roll out of responsible recruitment practice including CRB disclosures
- Working in partnership with County FA Governance and Development staff
In her first few weeks in post, Gill is beginning to demonstrate how passionate and committed she is toward the safeguarding of children and vulnerable adults at a local level.

Steve Dobinson (RDO)
Steve is a Fire-fighter living in Cockermouth and based at Whitehaven Fire Station. He was widowed nearly three years ago after his wife of nearly 14 years tragically lost her two year battle against cancer. Hence his absence over the past few years for what the majority of people would class as ‘understandable’ reasons.
In his refereeing career Steve progressed to Level 4 in the FA structure before his refereeing aspirations were cut short due to a serious leg injury. Following this he concentrated his efforts in the tutoring of potential new referees.
His responsibilities in the role are:
- Leading the recruitment and retention of referees to ensure there are enough officials to cover affiliated football within the County
- The education of referees
- Development and implementation of support mechanisms for all referees leading to the growth and development of all aspects of refereeing including adult, youth, woman and girls
- To offer support, help and guidance to Instructors, Assessors, Mentors and Coaches involved in refereeing
- Development and implementation of the Referee section of the County Plan
- Promote the benefits of fitness and fitness training programme
- Introduction of a system to identify talented referees
- Raising the standard of officiating
Steve’s initial task will be to recruit a team and motivate them to build on the good work that has been carried out during the previous 4/5 years.
